Five of the 10 cheapest all-inclusive holiday destinations this year are in Spain, and family favourite the Costa Blanca comes out on top, according to Which? Travel’s price check of nearly 6,000 summer holidays.

The Canary Islands are a budget-friendly all-inclusive option. Fuerteventura, Tenerife and Gran Canaria came in second, third and eighth position respectively. The cooling effect of the Atlantic Ocean also makes for milder temperatures than mainland Spain in the height of summer.

All-inclusive packages aren’t for everyone. Those looking for budget-friendly packages, from room-only through to half-board, will find the cheapest options in regions of Turkey and Morocco - coming in at under £900pp on average for a week’s package holiday. 

Surprisingly,Tuscany - the birthplace of Italian culture, and a rural idyll of olive groves and hill-top towns - is also one of the 10 cheapest destinations this summer. Prices are just over £1,000pp, for seven nights, on average.

The cheapest summer holiday destination in 2025: Costa Blanca

Spain’s white coast may have a reputation for raucous resorts, but there are still pretty spots if you know where to look - with four entries in the top 10 of our best Spanish seaside towns.  

Javea (or Xabia) is a highlight, with its whitewashed alleys and overflowing flower pots. So is Altea, with its romantic setting, sandwiched between mountains and the Mediterranean, and an old town filled with galleries and ateliers.

And this year its all-inclusives are the cheapest you’ll find - at an average price of £1,113 for a week’s holiday.

Cheap all-inclusive options in the Canary Islands

We tend to think of the Canaries as a winter sun destination, but consistent year-round temperatures make the islands an excellent option to escape from the oppressive heat of mainland Europe in August.  

With plenty of all-inclusive resorts, Fuerteventura, Tenerife and Gran Canaria are some of the cheapest destinations for this summer (Lanzarote has less all-inclusive availability and is consequently pricier). 

Tenerife’s Costa Adeje is a great option. It was rated the top Tenerife holiday destination in our survey of the Best Canary Islands resorts and has all-inclusive prices as low as £1,187pp.

Should you go all inclusive this summer?

All-inclusive holidays are enjoying a surge in popularity as we all seek to control our spending. The theory is that if you’ve paid for everything in advance, there’s no need to worry that costs will snowball when you arrive.

But that’s not how it works in practice with all providers. For example, we found that some guests who booked with Expedia had to pay extra for cocktails and even soft drinks. They ended up shelling out an extra £168pp on average paying for in-resort extras. 

All-inclusives aren’t right for everyone. You’ll only get value from them if you mostly stay and eat at the hotel. If you don’t want to do that, book a self-catered, room-only package instead. The cheapest destinations for this type of holiday are almost entirely different.

The cheapest destination (Room-only to half-board) for summer 2025: Dalaman

August holidays to Dalaman in Turkey are strictly for sunseekers, with average daily maximum temperatures reaching a sweltering 33°C. 

It may be the fear of heatwaves that has driven prices down this summer. The average price of a week in Olu Deniz, known for its Blue Lagoon, is currently just £834pp on average.

Tuscany, Italy Which? cheapest holiday destinations 2025

Is Tuscany really cheap for a holiday this summer?

Tuscany is one of the most popular regions of Italy, and there’s a glut of luxury accommodation from villas to five-star hotels. 

But the reason it's one of the cheapest places for a package holiday is primarily because of the range of accommodation available; there’s plenty of room-only, self-catering and bed-and-breakfast accommodation (rather than pricier all-inclusive or full-board packages) available in coastal towns, and in Florence inland, which means prices are lower on average. There are also lots of budget flights to the region.

Our research

We gathered the prices of 5,590 package holidays from some of the UK’s biggest tour operators – Jet2holidays, Tui and easyJet Holidays – in January 2025. The countries we looked at were Bulgaria, Croatia, Cyprus, France, Greece, Iceland, Italy, Malta, Montenegro, Morocco, Portugal, Spain (including the Balearic Islands and the Canary Islands) and Turkey. 

The average price is for a seven-night holiday including flights, departing on or around 2 August, based on two people sharing a standard double or twin room. We only included destinations with a minimum availability of holidays, we removed any major cities from the results to focus on resort areas, and not all destinations were on sale with all three operators.
